The 60-second version

Key takeaways · then go as deep as you like
  1. 1HEC runs national scholarships (study in Pakistan), overseas PhD and post-doc programmes, and nominations for foreign government scholarships.
  2. 2Applications go through HEC’s online scholarship portal; each call has its own criteria and deadline.
  3. 3Overseas awards usually carry a service bond in Pakistan after you return.
  4. 4A strong research proposal and interview performance often decide PhD awards.

01How HEC Scholarships Are Organised

The Higher Education Commission funds and manages a wide range of scholarships. Broadly, they fall into four groups. Each programme announces calls on HEC’s scholarship portal and in the press, with its own eligibility rules and deadlines.

02Overseas PhD Scholarships

HEC’s overseas scholarships fund PhDs at highly ranked universities abroad in fields HEC prioritises. They are among the most valuable awards available to Pakistani researchers, covering tuition, a stipend and travel.

  • Eligibility usually includes an MS/MPhil or 18 years of education, a minimum CGPA, an age limit and a qualifying test score.
  • Many calls require an HEC-recognised test such as GAT (Subject) or HAT, or a programme-specific test.
  • You may need admission to an eligible foreign university, or HEC may help with placement, depending on the scheme.
  • A bond requires you to serve in Pakistan for a set period after the PhD.

Watch out: Read the bond carefully before accepting. Breaking it usually means repaying the scholarship, sometimes with penalties.

03Indigenous PhD Fellowship

The Indigenous PhD Fellowship supports doctoral study at HEC-recognised universities in Pakistan, with a monthly stipend, tuition support and research funding. It suits students who want to stay in Pakistan, work with local supervisors or combine research with family responsibilities. Some programmes also allow a period abroad.

04Faculty Development and Post-Doc Programmes

The Faculty Development Programme supports non-PhD faculty at HEC-recognised universities through a split PhD: research starts in Pakistan with a period abroad. The Post Doctoral Fellowship Programme funds Pakistani PhD holders working at universities or public R&D organisations to do postdoctoral research at highly ranked universities abroad. Both are usually applied for through your institution.

05US–Pakistan Knowledge Corridor and Bilateral Programmes

HEC runs bilateral programmes with other countries, such as the US–Pakistan Knowledge Corridor for PhDs in the US and split PhD and post-doc schemes with France. These follow HEC’s usual pattern: an open call, eligibility criteria, tests, interviews and a service bond.

06Foreign Government Scholarships HEC Nominates For

For several international scholarships, HEC handles the Pakistani side of the process: it advertises the call, screens candidates and nominates them to the foreign government.

Chinese Government Scholarship (CSC)ChinaBachelor’s, master’s, PhDPakistani bilateral track runs through HEC
Stipendium HungaricumHungaryBachelor’s, master’s, PhDNomination by HEC
Commonwealth ScholarshipsUKMaster’s, PhDNomination by HEC

Counsellor’s tip: HEC’s internal deadline for nominations is usually earlier than the host country’s deadline. Plan around HEC’s date, not the foreign one.

07Need-Based Scholarships for Undergraduates

HEC also supports students who cannot afford university. The Benazir Undergraduate Scholarship covers tuition and a monthly stipend for students from low-income families at public universities. HEC–USAID merit and need-based scholarships support students at participating universities. The Prime Minister’s Fee Reimbursement Scheme helps students from less developed areas. These are usually applied for through your university’s financial aid office.

08The Application Process

  1. 1Create an account on HEC’s scholarship portal and complete your profile.
  2. 2Read the call carefully: eligibility, fields, quotas, age limits and documents.
  3. 3Prepare documents: attested degrees and transcripts, CNIC, domicile, test scores, and a research proposal if required.
  4. 4Take any required test well before the deadline.
  5. 5Submit the online application and keep copies.
  6. 6Prepare for the interview: know your proposal, methods and why your research matters to Pakistan.
  7. 7If selected, complete the bond and placement formalities.

09How to Strengthen Your Application

  • Choose a research area that matches HEC’s priority fields for that call.
  • Write a clear, feasible proposal that explains benefits to Pakistan.
  • Get admission or supervisor support from a strong foreign university where the scheme allows it.
  • Prepare test scores early, with time for a retake.
  • Practise interviews with someone who will challenge your proposal.

What makes the difference

Panels see many applications with similar grades. A focused proposal with a clear benefit to Pakistan, defended confidently in the interview, is what usually separates successful candidates.

10Understanding the Service Bond

Most HEC overseas scholarships require you to sign a bond. In return for funding, you agree to return to Pakistan and serve for a set period, usually at a university or public organisation. The bond is secured by guarantees, and breaking it usually means repaying the scholarship.

QuestionWhat to check in the call
How long must I serve? The number of years after returning
Where must I serve?Universities, R&D organisations or any Pakistani employer
What guarantees are needed?Surety bonds, guarantors or property documents
What if I fail the PhD?Repayment terms and conditions
Can the bond be deferred?Rules for post-docs or further study

Watch out: Discuss the bond with your family before accepting. Guarantors take on real financial responsibility.

11Tests: GAT, HAT and Others

Many HEC programmes require a recognised test score. The exact test depends on the call. Some use subject-based tests for PhD programmes, others use general aptitude tests, and some accept the GRE. Scores usually have a validity period and a minimum percentile.

  1. 1Check the test named in the specific call; do not assume.
  2. 2Book early, because test dates may be limited.
  3. 3Prepare with past papers and timed practice.
  4. 4Keep your score certificate ready to upload.

12Placement and University Choice

For overseas PhD scholarships, HEC usually requires study at highly ranked universities in priority fields and countries. Some schemes ask you to secure admission yourself; others help with placement. A strong admission letter from a respected supervisor can strengthen your case considerably, so start contacting supervisors early.

Counsellor’s tip: Our guides on emailing professors and writing a PhD proposal apply directly to HEC overseas applications.

13A Typical HEC Overseas Scholarship Timeline

StageTypical timing
Call announcedVaries; often with a few weeks to apply
TestBefore or shortly after the deadline
ShortlistingA few months after the deadline
InterviewsAfter shortlisting
ResultsSeveral months after the call
Admission and placementFollowing results
DepartureUsually the next academic year

Timelines can be long, so keep working on publications and supervisor contacts while you wait.

14Combining HEC With Other Funding

HEC awards can sometimes be combined with university fee waivers or research funding, which may stretch your stipend further or let you choose a more expensive university. Ask both HEC and the university what is allowed. Applying for several scholarships at once, such as HEC, Commonwealth and university awards, increases your chances, but read each one’s rules about accepting multiple awards.

15Documents Checklist

  • CNIC and, where required, domicile certificate.
  • Attested degrees and transcripts for every level of education.
  • Test score certificate (as specified in the call).
  • Research proposal or study plan, if required.
  • Admission letter or supervisor support letter, if the scheme requires it.
  • No-objection certificate from your employer, if you are in government or university service.
  • Recent photographs and any experience certificates requested.

Watch out: Degree attestation by HEC can take time. Start the attestation process well before any call opens.

16Preparing for the HEC Interview

HEC panels usually include academics from related fields and focus on your proposal, your academic record and your plans after returning. Expect questions on why you chose the topic, how you will carry it out, why the chosen country and university, and how your work will benefit Pakistan.

  1. 1Prepare a two-minute summary of your proposal.
  2. 2Know the key literature and methods in detail.
  3. 3Be ready to explain your timeline and fallback plans.
  4. 4Explain clearly how you will contribute after returning, linked to a sector or institution.
  5. 5Practise with someone who will ask difficult follow-up questions.

Many strong candidates apply to more than one. Make sure each application tells a consistent story, and check each scheme’s rules on holding multiple awards.

18After You Are Selected

Selection is the start of another process: confirming admission, signing the bond, obtaining guarantees, applying for the visa and arranging travel. Keep in close contact with HEC’s scholarship division and your host university, respond quickly to requests and keep copies of everything.

19Mistakes We See in HEC Proposals

  • Choosing a topic outside HEC’s priority fields for that call.
  • Copying a proposal from the internet or another applicant; panels notice.
  • Writing a proposal that depends on equipment or data you cannot access abroad.
  • Failing to explain the benefit to Pakistan in concrete terms.
  • Listing a foreign university without any contact with a supervisor there.

20Where TeamOnline Fits In

HEC applications are your own, submitted through HEC’s portal. We help with the parts that decide outcomes: choosing the right programme and country, contacting supervisors abroad, structuring a strong proposal, preparing documents and attestation, and practising for the interview. For foreign scholarships HEC nominates for, such as the Chinese Government Scholarship, Stipendium Hungaricum and Commonwealth, we also help with the university applications that follow nomination.

21Common Mistakes

  • Missing short application windows because nobody was watching the portal.
  • Uploading unattested or incomplete documents.
  • Ignoring age limits or field restrictions.
  • A vague research proposal that could not be completed in the time available.
  • Not understanding the bond terms before accepting.
