Who can apply
- Citizen of an eligible Commonwealth country, including Pakistan
- Nomination by HEC (Pakistan’s nominating body)
- A first degree of at least upper second-class (2:1) standard, or equivalent

How selection works
HEC shortlists and nominates candidates, then the Commission scores applications on academic merit, quality of the study plan and potential development impact.

01Can I apply directly to the Commonwealth Scholarship Commission?
No. Candidates must be nominated by an approved body. In Pakistan, that is HEC.
02Is there a PhD route?
Yes, Commonwealth PhD Scholarships exist alongside the master’s scheme, with similar nomination rules.
