The 60-second version
Key takeaways · then go as deep as you like- 1Commonwealth Scholarships fund a UK master’s or PhD in full, for graduates who will contribute to their country’s development.
- 2Pakistanis cannot apply to the CSC directly for the main awards: you must be nominated by HEC, Pakistan’s national nominating agency.
- 3HEC requires a HAT score of at least 60 and first-division degrees, in addition to the CSC’s own rules.
- 4The 2027–28 round opened on 8 September 2026 and closed on 20 October 2026 at 16:00 UK time; HEC’s internal process sits inside that window.
- 5Selection is on academic merit, the quality of your study plan and its development impact: the application is a development case, not a CV.
- 6Unlike Chevening, work experience is not required, which makes Commonwealth a strong option for high-achieving recent graduates.

The basics
01Commonwealth Scholarships In One Minute
The Commonwealth Scholarship Commission in the UK (CSC) is funded by the UK’s Foreign, Commonwealth and Development Office. It awards fully funded scholarships for master’s and PhD study in the UK to people from lower- and middle-income Commonwealth countries, with one clear purpose: to build skills that contribute to development at home.
For Pakistan, the main Commonwealth Master’s and PhD Scholarships come through a nominating agency. That agency is the Higher Education Commission (HEC). You apply on the CSC’s system, but HEC runs its own eligibility checks and merit process, and only HEC-nominated candidates go forward for CSC selection.
The short version
Commonwealth = fully funded UK master’s or PhD
- nominated by HEC (HAT ≥ 60, first-division degrees)
- selected by the CSC on merit, study plan and development impact
- no work experience required.
There are other Commonwealth routes too: Commonwealth Shared Scholarships (co-funded with UK universities, applied for through the university) and Commonwealth Distance Learning Scholarships (UK master’s studied online from Pakistan). This guide focuses on the HEC-nominated master’s and PhD awards, which are the biggest opportunity for Pakistani graduates.
02The Numbers For Pakistan
Pakistan sends a meaningful Commonwealth cohort to the UK every year. In September 2024, the British High Commission announced 47 Pakistani Commonwealth scholars heading to the UK, alongside 43 Chevening scholars. There are more than 1,500 Commonwealth alumni in Pakistan.
As with Chevening, UK budget pressures have reduced numbers recently: the 2026 send-off in Pakistan was for 33 scholars across Chevening and Commonwealth combined. HEC’s 2027–28 call was reported to list 26 nominations for master’s and 30 for general PhD awards.

What this means in practice: the hardest filter for most Pakistani applicants is not the UK panel, it is getting through HEC’s eligibility rules and merit list. Plan for HEC first.
Counsellor’s tip: HEC nomination numbers and rules are announced each year in the call. Read the current HEC advertisement line by line; small details such as division requirements and document formats eliminate many candidates.
03What The Scholarship Covers
Commonwealth Master’s and PhD Scholarships are fully funded. In recent cycles the package has included:
- Approved tuition and examination fees.
- Return airfare from Pakistan to the UK.
- A monthly stipend, at a higher rate in London. University guidance for a recent cycle gave £1,378 a month outside London and £1,690 in London; ProPakistani reported support of around £2,000 a month for 2027–28 in London.
- A warm clothing allowance where applicable.
- A thesis grant towards the cost of preparing a thesis or dissertation.
- Study travel within the UK or overseas where approved.
- For PhD scholars, fieldwork support and in some cases family allowances, under the CSC’s rules.
The CSC publishes the current rates each year. Treat any figure on this page as a guide and check the CSC’s handbook for your cycle.
04Commonwealth vs Chevening: Which Fits You?
Both are UK government scholarships for Pakistanis, and many people apply to both. They reward different profiles:
| Item | Commonwealth (via HEC) | Chevening |
|---|---|---|
| Levels | Master’s and PhD | One-year master’s only |
| Work experience | Not required | 2,800 hours minimum |
| How you apply | CSC system + HEC nomination | Directly to Chevening |
| Extra test | HAT (score ≥ 60) | None beyond university English requirements |
| What it rewards | Academic merit and development impact | Leadership, networking and career plan |
| Deadline | October (CSC), with HEC steps inside it | Early October |
| Return expectation | Expected to contribute at home | Two years in Pakistan required |
A strong final-year student or recent graduate with excellent results and a clear development focus is usually a better Commonwealth candidate than Chevening candidate. A mid-career professional with leadership stories may be stronger for Chevening. If you meet both sets of rules, apply to both.
Part 2 of 6
Are you eligible?
05CSC Eligibility
The CSC’s own rules for the master’s and PhD scholarships have included:
- 1Be a citizen of, or have refugee status in, an eligible Commonwealth country (Pakistan is eligible), and be permanently resident there.
- 2Be available to start in the UK by the start of the UK academic year (September/October).
- 3For a master’s: hold a first degree of at least upper second-class (2:1) honours standard by the time you start, or a lower second (2:2) plus a relevant postgraduate qualification.
- 4For a PhD: hold a first degree of at least 2:1 standard, or a 2:2 plus a relevant master’s.
- 5Be unable to afford to study in the UK without the scholarship.
- 6Not have studied or worked for a year or more in a high-income country (check the current wording).
Watch out: The CSC sets these rules, but HEC adds stricter ones. Meeting the CSC rules alone is not enough for Pakistani applicants.
06HEC’s Extra Requirements
For the 2027–28 call, HEC’s announcement set requirements on top of the CSC’s, as reported in the Pakistani press:
| Requirement | Master’s | PhD |
|---|---|---|
| Nationality | Pakistani or AJK national, permanent resident; dual nationals not eligible | Same |
| Education | First-division bachelor’s, 16 years, in the relevant field | First-division master’s/MS/MPhil, 17–18 years, relevant field; no second or third division in the latest degree |
| Test | HAT score of at least 60/100 | HAT score of at least 60/100 |
| Age limit | No upper age limit | No upper age limit |
| Apply | Online, by the deadline in the HEC call | Online, by the deadline in the HEC call |
The division rule is where many Pakistani applicants are caught out. A strong CGPA may still be recorded as a second division under some universities’ older systems. Check how your degree is classified, and get it attested, before you start.
Counsellor’s tip: HAT test dates fill up. If you do not already hold a valid HAT score of 60+, book the next available test as soon as you decide to apply, and prepare for it properly.
07English Language Requirements
The CSC does not usually set its own English test for the application, but your UK university will. Most master’s courses ask for IELTS Academic 6.5 overall with no band below 6.0, and some ask for 7.0 or higher, especially in law, social sciences and medicine-related subjects.
- Some UK universities accept an English-medium instruction letter from Pakistani universities; many do not for scholarship students. Check each course.
- If you need IELTS, take it early enough that a retake is possible before offer conditions are due in the summer.
- For the UK visa, your university assesses your English through the CAS, so the university requirement is the one that matters.
Counsellor’s tip: Build IELTS into your timeline in spring. Candidates who leave it until after selection sometimes lose their place over a single band.
08The HAT Test
HEC’s Higher Education Aptitude Test (HAT) is a general aptitude test, conceptually similar to the GRE General Test, with verbal, analytical and quantitative sections. HEC requires a score of at least 60 out of 100 for Commonwealth nominations.
Check validity
HAT scores are valid for a limited period; confirm your score will be valid on the HEC deadline.
Choose the right category
HAT has categories by discipline; register for the one that matches your field.
Prepare
Four to six weeks of focused practice on verbal reasoning, analytical puzzles and maths is usually enough for strong graduates.
Aim high
Sixty is the minimum. A higher score strengthens your position on HEC’s merit list.
09The Six Development Themes
Every Commonwealth application must show how your study contributes to development. The CSC organises this around six themes. Your application should clearly fit one of them:
| Theme | Pakistani examples |
|---|---|
| Science and technology for development | Renewable energy, water engineering, agricultural biotech, AI for public services |
| Strengthening health systems and capacity | Epidemiology, maternal health, health financing, disease surveillance |
| Promoting innovation and entrepreneurship | SME finance, start-up ecosystems, digital trade |
| Strengthening global peace, security and governance | Public administration, rule of law, conflict resolution, anti-corruption |
| Strengthening resilience and response to crises | Climate adaptation, flood risk, disaster management, humanitarian logistics |
| Access, inclusion and opportunity | Girls’ education, disability inclusion, financial inclusion, social protection |
Choosing a theme is not a box-ticking exercise. Panels score how convincingly your specific course and plans address a real development challenge in Pakistan.
10Master’s Or PhD?
Many Pakistani applicants qualify for both. The right choice depends on where you are and where you want to go:
| Question | Master’s | PhD |
|---|---|---|
| Education needed (HEC) | 16 years, first division | 17–18 years, first division |
| Length | One year (taught) | Three to four years |
| Best if you… | Want practical skills for a policy, industry or programme role | Want to lead research, teach at a university or build evidence for policy |
| What wins | A sharp development case and well-chosen course | A strong proposal, research record and supervisor fit |
| After return | Often a step up in your current sector | Often a university, research institute or senior technical role |
If you are unsure, the master’s is usually the stronger first application: it is shorter, more flexible and easier to plan. A PhD application without a supervisor and a clear proposal rarely succeeds.
Part 3 of 6
Building your profile
11How Selection Works
The CSC selects scholars against three criteria, and your application should be built around them:
Academic merit
Your grades, rankings, publications and the strength of your references.
Quality of plan of study
How well your course choices and study plan are designed and justified.
Potential impact
How your study will contribute to development in Pakistan, and how realistic that is.
Unlike Chevening, leadership and networking are not separate criteria, but they help show impact. A candidate who has already started something in their field is more convincing about future impact.
12The Typical Successful Pakistani Applicant
From the applicants we see and the scholars we know, successful Pakistani Commonwealth candidates often share these traits:
Typical successful applicant (TeamOnline observation)
- Degree
- First division; often among the top of their class
- HAT
- Comfortably above 60
- Experience
- Not required, but many have 1–4 years in a relevant role
- Field
- Clearly linked to one development theme
- Study plan
- Specific UK courses chosen for specific skills
- Impact plan
- A named institution, programme or problem in Pakistan
- Research (PhD)
- MPhil thesis, papers or a focused proposal
- References
- Academics who can rank them against peers
An observation, not an official profile.
| Profile | Outlook | Why |
|---|---|---|
| First-division BS Environmental Science, HAT 72, wants MSc in climate adaptation to work with a provincial disaster authority | Strong | Clear theme, specific plan, good scores |
| First-division BBA, HAT 61, wants a generic MBA | Weak | Weak development case; borderline HAT |
| First-division MPhil Public Health, published paper, PhD proposal on TB treatment adherence | Strong (PhD) | Research record plus clear health-systems impact |
| Second-division MSc with strong CGPA | Not eligible via HEC | Fails HEC’s division rule for PhD |
13Choosing Where To Live
Your stipend is fixed, so the city you choose shapes your year. Commonwealth scholars study across the UK, not only in London:
| City type | Pros | Cons |
|---|---|---|
| London | Policy institutions, international organisations, huge networks | Highest rents; stipend stretches less |
| Large regional cities (Manchester, Birmingham, Leeds, Glasgow, Edinburgh) | Strong universities, lower costs, large Pakistani communities | Fewer policy institutions on the doorstep |
| University towns (Oxford, Cambridge, Bath, Durham, St Andrews) | Close-knit academic life | Expensive (Oxford, Cambridge) or small |
Choose the course first, but if two courses are equally good, the cheaper city often gives you a better year.
14Choosing Your UK Courses
Master’s applicants usually list up to three UK courses in order of preference (check the current form). Choose them as carefully as you would for Chevening:
- 1Start from the development problem and the skills you need to address it.
- 2Choose courses with modules and research strengths that clearly build those skills.
- 3Make sure each university and course is eligible and that you meet its entry and English requirements.
- 4Mix selectivity sensibly; you will need an offer from one of them.
- 5Apply to the universities early, ideally while you are preparing the CSC application.
PhD applicants need a research proposal and, in practice, a UK supervisor who is supportive. Contact potential supervisors early (see our guide on emailing professors) and name them in your application where the form allows.

The application
15The Application, Step By Step
You will typically complete two linked processes:
- 1
Step 1
Read both calls
The CSC’s guidance for your scholarship type and HEC’s advertisement for Pakistan.
- 2
Step 2
Register on the CSC system
Complete the online application, including essays and course choices.
- 3
Step 3
Complete HEC’s requirements
Submit HEC’s online form or documents as instructed, including your HAT score.
- 4
Step 4
References
Your referees upload references through the CSC system.
- 5
Step 5
HEC merit process
HEC checks eligibility, ranks candidates and nominates the strongest to the CSC.
- 6
Step 6
CSC selection
The CSC selects scholars from nominated candidates; results usually come in the following summer.
Watch out: Follow HEC’s instructions on which portal or form to use; the process has changed between years. Missing one step of HEC’s process is one of the most common reasons strong candidates are not nominated.
16The Development Impact Statement
This is the heart of a Commonwealth application. You must explain how your study will contribute to development in Pakistan. A strong statement has four parts:
The problem
A specific development challenge in Pakistan, ideally with evidence.
Your role
Your position to address it: your job, organisation or research.
What the degree adds
The specific skills or knowledge the UK course will give you.
The change
What you will do on return, over what timescale, and how you will know it worked.
Example
- Weak“Climate change is a big problem for Pakistan and I want to help solve it.”
- Stronger“After the 2022 floods, my district’s disaster office had no way to prioritise relief by village. I want an MSc in Disaster Risk Reduction to learn spatial vulnerability mapping, then return to the PDMA to build a district-level risk index used to pre-position supplies before each monsoon.”
17Worked Development Statements
Three outlines showing how successful applicants frame development impact under different themes. Use the structure, not the content.
Health systems
- ProblemNeonatal deaths in rural Sindh remain high, and community health workers lack simple risk-screening tools.
- RoleMedical officer with a district health programme, 3 years.
- DegreeMSc Global Health with a focus on maternal and child health.
- ChangeReturn to the provincial health department to design and pilot a risk-screening protocol for Lady Health Workers in two districts, then scale.
Innovation and entrepreneurship
- ProblemSmall exporters in Sialkot lose orders because they cannot meet EU product-traceability rules.
- RoleAnalyst at a chamber of commerce, 2 years.
- DegreeMSc in Supply Chain or Trade Policy.
- ChangeBuild a shared traceability service for SMEs through the chamber, and advise the commerce ministry on standards.
Access, inclusion and opportunity
- ProblemGirls drop out after primary school in South Punjab because of distance and safety.
- RoleProgramme officer with an education NGO, 3 years.
- DegreeMA Education Policy and International Development.
- ChangeDesign an evidence-based transport and community-school model with the district education authority.
Each outline is specific about the problem, the applicant’s position and the change. That specificity is what panels reward.
18The Plan Of Study
The plan of study explains why your chosen course is the right one. Panels want to see that you understand the course in detail and that it fits your development goal.
- Name specific modules and explain how each builds a skill you need.
- Mention research groups, methods or dissertation topics relevant to your plan.
- Explain why a UK course rather than one in Pakistan or elsewhere.
- For a PhD, outline your research question, methods, data and timeline.
Avoid listing every module. Three well-explained choices are more convincing than a copy of the course web page.
19Writing The PhD Research Proposal
Commonwealth PhD applications are judged heavily on the research proposal. It should be focused, feasible in three to four years, and clearly linked to development impact.
| Section | What to include |
|---|---|
| Title and question | A precise research question, not a broad topic. |
| Background | What is known, and the gap your research fills. |
| Methods and data | How you will answer the question, and where your data will come from (often fieldwork in Pakistan). |
| Timeline | A realistic year-by-year plan. |
| Impact | Who in Pakistan will use your findings, and how. |
| Supervisor fit | Why your proposed UK supervisor and department suit the project. |
Read our full guide on writing a PhD research proposal; the same principles apply, with extra weight on development impact.
20A Sample PhD Proposal Outline
Outline
- TitleGroundwater governance and farmer behaviour in the Indus Basin
- QuestionHow do electricity subsidies and informal water markets affect groundwater depletion in Punjab, and which policy changes would reduce it?
- MethodsFarm-level survey (600 households, two districts), satellite evapotranspiration data, and a choice experiment on tariff options.
- TimelineYear 1 literature and design; Year 2 fieldwork in Pakistan; Year 3 analysis and papers; Year 4 write-up and policy briefs.
- ImpactEvidence for the provincial irrigation and energy departments on tariff reform; co-produced briefs with a Pakistani university.
Notice how the proposal combines a sharp question, feasible methods with Pakistani data, and a named policy audience. That combination scores well on all three CSC criteria.
21References
References are especially important for Commonwealth because academic merit is a core criterion.
- Choose referees who can rank you against peers (for example “top 5 percent of the cohort”).
- For PhD applications, at least one referee should have supervised your research.
- Give referees enough time and a summary of your plan and impact statement.
- Check that references are uploaded before the deadline; missing references can disqualify you.
22Documents Checklist
- CNIC and passport.
- Domicile certificate if required by the HEC call.
- Attested degrees and transcripts (HEC attestation), with division clearly stated.
- Valid HAT score card.
- CV in the format requested.
- Development impact statement and plan of study (and research proposal for PhD).
- Contact details for referees.
- University offer letters, if you have them.
- English test results, if you already have them.
Watch out: Name and date-of-birth mismatches between CNIC, passport and degrees cause delays at HEC and at the visa stage. Fix them early.
23What Weak Applications Get Wrong
When we review applications that were not nominated, the problems are remarkably consistent. The development statement describes Pakistan’s problems in general terms (poverty, education, climate) without saying what the applicant will personally do about any of them. The plan of study copies the course description. The references are generic letters written for any purpose. And the course choices drift between unrelated subjects.
Each of those problems is fixable in a few weeks. The applicants who succeed on a second attempt usually change three things: they narrow the problem to something specific and local, they show evidence that they have already started working on it, and they choose courses that obviously provide the missing skills.
24Mistakes That Cost Nominations
| Mistake | Result | Fix |
|---|---|---|
| HAT below 60 or expired | Not eligible for nomination | Book HAT early; check validity dates |
| Division not meeting HEC rules | Rejected at eligibility check | Check classification before applying |
| Generic development statement | Low impact score | Name the problem, your role and the change |
| Unclear course fit | Low plan-of-study score | Explain specific modules and skills |
| Missing HEC step or document | Not nominated | Follow the HEC call checklist exactly |
| Late references | Incomplete application | Chase referees a week before the deadline |

Counsellor’s tip: Start your UK university applications by October. An offer in hand strengthens your plan and avoids a summer scramble after selection.
26Interviews And Further Assessment
Depending on the year and the scholarship type, HEC or the CSC may shortlist candidates for interview or further assessment. If you are invited, prepare to discuss:
- Your development impact statement in more depth, including obstacles and how you will overcome them.
- Why you chose your courses and universities.
- For PhD candidates, your research question, methods and feasibility.
- How you will apply your learning when you return to Pakistan.
Shortlisted for interview? Practise with a counsellor who knows HEC and CSC panels.
27After Selection
Once selected you will need to:
Secure your university place
Meet all offer conditions, including English requirements.
Accept the award
Complete the CSC’s acceptance and documentation.

28Budgeting Your Year
The stipend is designed for one student living modestly. It goes further outside London:
| Monthly cost | London | Elsewhere in the UK |
|---|---|---|
| Room in shared housing or halls | £900–£1,300 | £550–£850 |
| Food | £250–£350 | £200–£300 |
| Transport | £100–£180 | £40–£90 |
| Phone, personal, study | £80–£150 | £60–£120 |
PhD scholars with families should read the CSC’s rules on family allowances carefully and plan housing well in advance.
29Questions We Hear About The HEC Process
| Question | Answer |
|---|---|
| Do I apply on the HEC portal or the CSC portal? | Usually both are involved; follow the exact instructions in that year’s HEC call. |
| Does HEC interview candidates? | It depends on the year and the scholarship type. Be ready for an interview if shortlisted. |
| Can I apply with a pending degree? | Check the call; you normally need final results by the HEC deadline or the start date. |
| Does HEC require a bond? | Commonwealth Scholarships are UK-funded; read the CSC and HEC conditions in your award for any obligations. |
| Can I change my courses later? | Changes after nomination are limited; choose carefully. |
30Life As A Commonwealth Scholar
Commonwealth scholars join a community of development-focused professionals and researchers from across the Commonwealth. The CSC runs events and professional development, and scholars often join university societies and networks related to their field.
When you return, you join more than 1,500 Commonwealth alumni in Pakistan, many of them in universities, government and research institutions. The CSC tracks alumni impact, so keep in touch and share what you achieve.
31Applicants From Less-Represented Regions
Commonwealth Scholarships exist to build capacity where it is most needed, and applicants from Balochistan, Gilgit-Baltistan, AJK, the former tribal districts and South Punjab often have the most compelling development cases. If you come from one of these regions:
- Use your local knowledge: you understand problems that panels rarely hear about first-hand.
- Show what you have already done locally, however small.
- Invest in HAT and English preparation early; they are the main gaps we see.
- Ask for help with university applications if your institution has limited international links.
32Career Pathways After Return
Commonwealth alumni in Pakistan follow several common paths: senior technical roles in provincial departments, research and teaching in universities, programme leadership in development organisations, and specialist roles in regulators and the private sector. The common thread is that they apply what they learned to a problem at home.
Plan your return before you leave the UK: keep links with your employer, build relationships with UK researchers who work on Pakistan, and use your dissertation to produce something your future employer can use.

34Other Commonwealth Routes
If you do not meet HEC’s rules for the nominated awards, look at:
| Scholarship | How you apply | Who it suits |
|---|---|---|
| Commonwealth Shared Scholarships | Through participating UK universities | Master’s applicants who could not otherwise afford the UK |
| Commonwealth Distance Learning Scholarships | Through the UK university offering the online course | Working professionals who want a UK master’s without leaving Pakistan |
| Commonwealth Split-site Scholarships | Through the home university and nominating agency, when offered | PhD students in Pakistan who need a research period in the UK |
35If You Are Offered Both Commonwealth And Chevening
It happens every year to a few strong Pakistani applicants. You can only accept one UK government scholarship. Consider:
- Level and length: Commonwealth funds PhDs and some longer programmes; Chevening is one-year master’s only.
- Network: Chevening emphasises leadership networks; Commonwealth emphasises development and research communities.
- Conditions: compare return requirements and allowances in each award letter.
- Your plan: choose the one whose purpose best matches what you will do when you return.
Tell the programme you decline promptly and politely; the place goes to someone on the reserve list.
36A Self-Check Before You Apply
- 1Do I have first-division degrees that meet HEC’s rules for my level?
- 2Do I have, or can I get in time, a valid HAT score of 60 or more?
- 3Can I name the development problem, my role and the change in two sentences?
- 4Have I chosen UK courses that clearly build the skills I need?
- 5Do I have referees who can rank me against peers?
- 6Have I started degree attestation and university applications?
If any answer is “no”, fix it before the call opens in September. Most failed applications fail on one of these six points.
37If You Are Not Nominated Or Selected
Many strong candidates miss out on HEC nomination because of a single rule or a crowded merit list. Use the year to:
- Retake HAT for a higher score.
- Strengthen your development case with relevant work or research.
- Apply to Chevening if you have two or more years of work experience.
- Look at Erasmus Mundus, Stipendium Hungaricum, Chinese Government Scholarships and university scholarships in parallel.
38Interview Question Bank
| Question | How to approach it |
|---|---|
| What development problem will you address? | Specific, local, evidenced |
| Why this UK course? | Modules and skills linked to your plan |
| How will you apply this when you return? | A named role, organisation or programme |
| What obstacles might stop you? | Realistic risks and how you will manage them |
| How does your research benefit Pakistan? (PhD) | Users of your findings and how they will use them |
| Why should HEC nominate you over others? | Your record, your plan, and your commitment |
